Director of Probation

 

PBNI is an executive non-departmental public body (NDPB) established by the Probation Board (Northern Ireland) Order 1982. It is accountable to Parliament through Ministers and its performance is reviewed regularly throughout the year by its sponsor department, presently the Northern Ireland Office. The relationship is regulated by a Management Statement and Financial Memorandum.

The future will present PBNI with a number of challenges and opportunities. A recent review of the sentencing framework in Northern Ireland has resulted in new legislative proposals, currently under consideration, that effectively will place PBNI as the key criminal justice agency in the assessment and management of risk posed by offenders. PBNI is seeking a highly professional individual who can lead the organisation through a period of considerable change.


As chief officer and accounting officer for PBNI the Director will be:

  • accountable to the Probation Board for the leadership, strategic direction and management of PBNI; the organisation's operational and financial performance and the quality of its external relationships;
  • the Probation Board's principal adviser on policy and practice on the management of offenders;
  • responsible for the stewardship and proper use of the grant-in-aid and other public monies which PBNI receives
  • the main representative of PBNI in all its external dealings e.g. with the media, elected representatives and criminal justice partners; and
  • responsible to the Probation Board for all aspects of PBNI's activities.

Have a third level educational qualification or equivalent.

Have at least 5 years or equivalent relevant experience in the last 8 years in a criminal justice system.

Have at least 5 years senior management experience or equivalent in the last 8 years in a medium/large delivery organisation, including a positive track record in leading change.

Be able to demonstrate a high level of management expertise and competence across the full range of duties which include strong leadership and motivation, successful delivery of services, including performance management; good people and stakeholder management, together with sound financial management.
